You have to cut out as many as you want to use. Nine per sheet, straight lines, front side only, so nothing has to line up. Plenty of people cut one sheet, try it, and come back for the rest later. Scissors are fine, a paper trimmer is faster.
Yes, though it loses the best part. On a tablet you can open the PDF and work down a sheet with any annotation app. The reason paper wins is physical: one card in your hand is one question, and everything else is out of sight.
The kit gives you a page to fill. This gives you 45 questions so you don't have to know what to write. Different problem: one is "where do I put it", the other is "nothing comes out". If the blank page has never been your obstacle, the kit is the cheaper answer.
